If someone asks you to "CC PLZ" and you do not listen to them, can you be banned or get in some kind of trouble? Or is it just frowned upon?

It of course depends on the situation and would be subjective, but generally, follow common sense and if someone is at a map before you and asks you to CC, be the nice person and do so. There is plenty of other things to do and places to hunt on this server
How about if the situation is different and the person in the map is afk for 30 minutes and you're training there and when he comes back from his AFK he ask you to CC. Does he have the rights to ask you to CC or do you have to ask him to CC?
You can't reserve a map. Sitting in a map AFK does not give you exclusive right to that map. If so, I'm sure we would have players constantly sitting in a map for days on end. You can definitely ask them to CC. Again, let's be sensible though. If someone is taking a quick bathroom break, don't say they were AFK and need to leave the map. However, if they have been gone for awhile, then yes, feel free to ask them to CC. I expect that GMs will not be called to discern who should be asking who to CC. Be respectful.
