This quest is part of the "Story of the Axes" questline. It requires you to collect axes from tree stumps and then go to the God of Mountains (who also starts the quest) to see if you have the Tree Cutter's axe. If he determines it is the wrong axe, you are supposed to redo the quest until he tells you that you have found the correct one.
