There's no real need to restart actually.
there are updates have been made that increases your MAX HP.
    these some guides for it
    1. Daily repeatable daily questline Guide (+10 or +20 hp daily)
    2. Water from the Spring of Youth Guide (+500 HP for NL)
Other then improving your MAX HP, there are other equips that are easily end game best in slot that boost HP significantly as well
    such as , MoN (300HP) , Black Belt (300HP) , Legendary Collector's Medal (1000HP) , 2 carat lovebirds wedding ring (150HP).

It's difficult to fund washing a character if you don't boss/sell leech/farm. I'd recommend sticking with your current NL for now because you can do CWKPQ/Zak/etc without being washed, and these can help fund you if you choose to remake your NL down the road.

To add to the above comment, my BM is basically unwashed and the only content I can't do is toad/auf (I can toad with HB if I get Legendary Collector Medal but I'll hit 200 before then...)/shao without HB - but it's easy enough to find a Drk to Shao with :) If you want to continue playing your NL long term, I would start wearing int gear when you level. I never wore int gear (outside of having zhelm/dep star equipped) and I was able to wash ~1k hp at 160ish.

As much as you can afford to get!

For your reference I'm currently lvl 198 with ~10.1k hp
    - I did the daily HP quest since it came out, and the one time Water from the Spring of Youth HP quest (+500)
    - 2 pet equips scrolled for HP (160 hp each)
    - Black belt (300 hp)
    - Master Adventurer Medal (200 hp)
    - Washed ~1k hp from extra MP gained from equipping zhelm and depstar/MoN
    - Zombie Army Ring (100 hp)

I'm wearing a PGC too so if I were to swap to a BFC I'd have ~110-120 more hp, and Legendary Collector Medal would be a 800 hp upgrade for me. I could hit ~11k hp by doing so, which is more than enough to HT without HB, and toad/shao with HB.

Hmm I'm not too sure about pricing for int gear. Maybe ~150m for cape, ~800m for earrings (32 tma?), ~200-250m for an int bathrobe, then whatever you have leftover to try and get some gloves (red marker or yellow work gloves). You can also try scrolling some statless specs for int, since the clean specs and 30% eye accessory for int scrolls are pretty cheap. If you have zhelm, get a scar helm and scroll it for INT or vice versa (and just swap helms right before you level). Shields are kinda expensive so I don't think you can spring for one with 1.3b... maybe you can borrow a shield from a mage friend if they happen to be around while you level)?

More int = more MP gained per level up = more MP you can wash out into HP later. So it's based on how much you can afford and looking at prices to see what would give you the most value. I don't know prices of int gear that well so I'm not sure how much int per equip would be best value for you, sorry!

Prioritize int in this order: overall, hat, cape, wand/earring, glove, shield, other accessories.

My reasoning: The items that come first have more slots and have cheaper scrolls (don't scroll your own, just saying that these items are cheaper for that reason).

You could get something like this (don't need to buy everything, but definitely get a good bathrobe, green bandana, and a cape) :
    15-18 int bathrobe overall
12-15 int green dana (to hold up until you get a zhelm)
12-14 int yellow adventure cape (can get more int on a crimsonheart cape but level 90 so you would need to swap yellow adventure cape out later. Can use 8-10 int raggedy cape from lvl 25-50)
    7 int wooden wand
    8 int earring
4-6 int yellow glove (less magic attack is better since is cheaper, you only care about int here)
Anything on shield (please don't spend mesos on this if you don't already own a shield, they're way too expensive to make it worth buying one with a good amount of int)
3 int yellow snowshoes (bit of luxury since its a high level item, but 3 int snowshoes are not too expensive)
5 int shiny Rudolph nose (do your dinner quest to get orb to make one)
Any int from any rings (alch rings are ridiculously expensive, again please don't buy unless you happen to have one with int already)
Any int from raccoon mask/spectrum goggles (please don't spend money on this if you don't have, not worth the meso).
