By chance, do you utilize Intel and NVIDIA graphics cards or otherwise have them in your system? Can you do a check via "Device Manager" under 'Display Adapters' to see because I have my suspicions that it may be graphics driver settings related. It could be packets of data sent from your graphics card. Its not talked about that often nor is it really known that sometimes, collisions can happen amongst transmissions between graphics cards and network cards, sometimes they don't act nicely between one another, because of this, it could cause overhead or extended latency times causing such lag. Asides from that possibility, it could be something server-side between your ISP and the server itself based upon the traceroute that I was able to see. Other times, just changing or optimizing your graphics driver settings can solve certain lag issues too as well.
