Yes. If you don't have the required stats for an equip before MW, but then have the required stats after MW, you can wear the equip. Note that if you lose the buff (dispel or timer wears off) then the equip will be automatically "unequipped" (turns red in your equipment window), but as soon as you recast the buff it will be equipped again.
