I'm pretty sure that cape is working correctly, the way it's meant to be working. Plus, it's an effect cape anyway and not a normal one.
Even the other effect capes flip orientation as the user turns. It's only the petite penguin capes that keep their orientation regardless of where the player is facing. In other sources where the cape is showcased, the cape can be seen on the left side if the character is facing right (and visa versa). vs.
Ah, my bad. I checked MSEA's patch note for the preview and they showed the same exact thing too As a sidenote, I don't know why they bothered to make two seperate cape for a darker variant but not doing the same thing for the weapon, but I totally understand why they can't do it btw

The orientation of PETITE PENGUIN CAPE does not change with the player. Spoiler 2. The effect of FRIENDSHIP RING: SNOW DOME flashes rapidly when players stand too far apart. Spoiler 3. The effect of FRIENDSHIP RING: SNOW DOME are glaringly bright (sorry Joe I can't access images from imgur for some reason so I reused Rielle's). Spoiler
1. Orientation has been fixed! Thank you! 2. Rapid flashing still occurs. Because of the changes to the brightness of the dome effect, it is not as bad but still annoying to see . Will try to share picture later! 3. Snow dome does not start glaringly bright anymore. I think it is very nice now
