There is no bug here. Ephenia's fairies are marked as boss type mobs. This means that Ninja Storm intentionally does not work on the mobs. To make that a possibility, either Ninja Storm would have to be enabled for all boss type mobs, or Ephenia's fairies would have to be changed to be none boss type. To my knowledge there are no intentions to make adjustments to the fight any further than what has recently been done. Is it not easy enough to clear the mobs and continue the fight?

nl go woosh and make room, go pew pew Sure, it is interesting... summons from bosses can be boss class or not, there's no general rule (i.e., one cannot be used to justify another.) Zakum, for example, has a mixture of both. Chao and Ephenia are pretty different mechanic-wise. I'm not sure why Chao's summons were chosen not to be boss class other than possibly that.
