No mobs in The Path of Time <4>?

Hi I am pretty new to this game and I don't know about a lot of details how this game works. Today I was planning to train at The Path of Time <4>. However, across all channels there were none mobs at all, except ch 1. Weird thing is I saw a lot of people just floating on this map doing nothing in all channels (in every single channel. I checked every one). Is this expected behavior in this game?

 

hackers seems to bugged the map.
as far as i remember, the GM and admin know about this issue, and will fix it in next server check.
CH1 (100%) and CH16 (i think) should still work

most likely hackers bugged the map cause I was in drake map and only one map was empty
