    Eh probably NPC.

    Anyone with the funds to pay more than like 5-10mil for this sword would have the funds to equip a Stonetooth and Devil's Sunrise has a slower attack speed than a Stonetooth.

    Agreed, although some people might still even being using a Soul Rohan because of the accuracy boost.

    Not really. That sword would only be good to those who don't already have a Stonetooth planned out or have a Speed Infusion mule. You can try to sell it for 10-15m though.
