Well, since you did say any stat, perfect clean magic Elemental Wand 7s (155 magic, 7 slots) tend to sell around 1.5b, regardless of luk. I recently replied to another forum thread P/Cing perfect scrolled Elemental Wands, and I'd say a perfect magic Elemental Wand 7 (211 TMA) is about 30b. My reasoning is here. I don't know prices for non perfect mage gear, so I can't help with pricing things with other stats, sorry!
Like Shiyui said, sense you didn't specify any stats, its difficult. I was in the market recently. They seem to be shooting up and supply is less and less as days go by. For a not perfect to a solid one you're look at paying a premium of 150m-1.7b for scrolled. Or clean from 70-1.2b depending on stats.
