Party buffs are not being given to the character that invited the other players to the party. Transferring party leader does not affect anything, and the creator of the party is still unable to receive buffs. Recreating the party with a different person as the party creator makes the new creator unable to receive party buffs. In the screenshot, @GodlyBread (Valorous) was the party leader and invited us. We were able to receive his SE. Yiizyy was able to receive my HS, but Valorous was not.
