I have reported something like this before when I believed it to be hacking but it turned out to be a glitched out (disconnected) character: www.royals.ms/forum/threads/reporting-mrkeys-for-hacking.22777/ However this is not the same, as there is never another person in the map, and it's happening on several channels, and I see it every day I go to train at Petris now. Basically, petrifighters in Ulu City Centre respawn but don't move. This happens for most, but not all, of the spawns. They can be killed repeatedly and the effect remains. As of right now, this is occurring with varying intensity in channels 1, 2, 4, and 5. As a mage, it doesn't really affect me, other than being slightly worried about a glitch abuse ban if I train there (would be good to have an official word on this). However, this would make training significantly easier for classes like NLs, so I consider it a moderate bug.
