Whatever gives you the most luk while still giving you enough dex to wear your claw. Most people wear top / bottom.
Just for reference assuming you're using a level 80 top/bottom vs sauna and perfect scrolling your equipment. Thief top - 32 luck (11 + 21) 7 dex Thief Bottom - 9 luck 28 dex. Sauna/Bathrobe - 50 luck Difference: 9 luck and 35 dex. For a level 200 NL, I believe that's about 2 WA difference in damage (Dex does not add to Triple Throw Damage), but the difference being it'd be MUCH more difficult to wear Craven/PDS without a top and bottom which would easily make up the damage difference versus if you weren't using said claws.
