Problem Buying Store Permits

    Ok, so I have tons of stuff I want to sell and want to set up a store in the FM, but I can't find a store permit or anything of the sort in the cash shop.
    The guides on the forum say that you need to buy them from Frederick in the FM, but I can't even talk to Frederick. When I click him, nothing pops up.
    Is there supposed to be a level limit on buying store permits or...? (I'm only lvl 38 at the moment)

    Any help will be appreciated.

    You can only purchase the permit from Cash Shop now. It's under ETC > Store.

    Then may I ask, where in the cash shop is it found? I've literally looked everywhere and can't find it.
