So, i was trying to lv a new char but i encountered 2 problems at the very beginning. At first, when i leveled, i tried to add up my stats, and it showed ''You cannot change your stats on this map''. I relogged and tried in different map, it's still the same. Second, my speed and jump are at 140% and 120% respectively. It's weird. I tried to re-create a new char, it's still the same. ****The last thing to clarify: i am not a hacker. I wouldn't be here if i hack.****

@EpicOR I guess the culprit would be the balloon event. The speed up buff can be carried after the event ( effective to that exe ). Therefore my new char had that speed and jump. Since i logged out from that new char, i participated in the balloon event on another account, the problem is no longer exist now. i guess the buff initiated when i participated the event again. Point to note: I couldnt change my weapon when that happens too.
