Most quest items that drop from monsters drop any time, even when not doing the quest, as if they are just put into the monster's normal drops. This isn't a huge problem, but it isn't old GMS-like and can get very annoying for things like Gwinn's bag (or whatever it's called) that drops from wild boars and takes up a whole etc slot for each one.
I think that bag one is normal...I saw the same thing on other private servers...but we'll look into it!
Yeah, it's only on other private servers because they didn't bother to fix it either. If it's supposed to drop from mobs regardless of quest status, I know it's at least not supposed to be this common of a drop, because I never got it on old GMS.
