This changes helps a lot if PQ quest finally works so higher level character can go back to play their favorite PQ and getting new good rewards like slime shoe and broken glasses. It also helps getting the PQ mania medal if the challenge works. For the related quest, I'm referring to the goddess diary quest, kill papa pixie quest for OPQ as well as quests related to Pirate PQ and Romeo & Juliet PQ.
