Unlike most weather effects, it obscures a significant portion of the screen and is often used to troll during GM events (particularly JQs like Rising Tides) and Winter Dash. In the worst cases, the same person spams the weather effect repeatedly until someone else blocks it with another that isn't obnoxious.
Disabling in GM events or let players use a setting to hide them like smegas seems way more appropriate to me than straight removing them.
