I used it on my main shoes and it consumed a slot GMs please remove this scroll until it gets fixed, otherwise players will get tricked into believing the scroll is working as intended. For reference, this is the in-game description of the scroll. Note the verbiage "Does not affect the number of upgrades available" (it does)
What dropped it? On bbb.hidden-street.net, there's no mention of anything dropping it, and it isn't in our droplist either, as far as I can tell.
Update: found where these scrolls were coming from and have fixed things so they are no longer obtainable.
