Went to Kerning City Subway Line 1 <Area 4> and found this guy: Shade has 999 avoidability so I'm not sure anyone can kill it at the moment. The Small Street Light is meant to lower its avoidability and disable its ability to send you back to Kerning but at the moment it doesn't do anything. Its 'send you back to town' attack doesn't seem to work either.
