This font is called "zalgo" and It's unique font with intention to corrupt the message, while also corrupting other messages that are sent before and after the said message (usually 1-2 messages above, 1-2 messages below). It's not a bug, but this font shouldn't be allowed.
The meme is zalgo, the characters themselves are just diacritics and markers for various languages stacked up in a way that breaks the rules of normal text rendering. If you simply block these characters, then you will limit what native typists of these languages can do. But those people are probably used to working within a limited character set anyways.
