You needed to turn all the items in one go. It's the second option for Lita Lawless, not the first quest.
When you turn in all items separately you will get a new quest called Bounty Master, that will give you the Deputy Star. It only works the first time, any other attempts using that quest will not give you a deputy star and you will have to use the option to turn them all in at once.
