Not Bug Skill Cooldown Bug (Echo)

    As shown in both screenshot above, I echoed at around 7:15PM and stayed online for another 30+ minutes then logged off.
    Logged back in at 8:33PM and there is no progress in echo's cool down.
    It appears to me that the the cool down only works if the player stays online.

    This is an intended feature and how it's supposed to be working.
