Not sure when this was fixed, but the quest can now be accepted from the rememberer. However, it can not be completed yet as at least 1 monster card from various monsters are required. Since the monster card system is not implemented yet, and there doesn't seem to be any plans for it soon, I'd suggest to remove the monster card requirement for the time being, until monster cards are implemented, so the medal can be obtained.
