Yesterday at ob 4, I noticed that Backspin Blow and Double Uppercut didn't seem to be stunning with the rates that max stun mastery should be giving them (60%). Instead, it felt like I was only able to stun a mob 5% of the time or less, and when I did stun them, they were stunned forever as opposed to a few moments. Not sure if this issue persists into other classes' stuns as well.
