The Bahamut quest to max it out to lvl 30 isn't working

This server is cool that we don't need to do the prequests for our 4th Job skillbooks D) but apparently, the quest to max out bahamut isn't working either.

In normal MS- you have to activate the Dragon's Guardian quest from the NPC Raul in Dragon Canyon- and collect Dragon hearts from Wyverns to a) activate Bahamut and b) Max it out eventually- with each quest allowing you to max Bahamut a further 5 levels.

Since Bahamut is inherently given, im glad xD

However, I've activated the quest to max out my lvl 10 Bahamut to lvl 15, (and then 15-20, 20-25, and 25-30...) but I've been at Wyvern Canyon for a while- killed 200 wyverns, and no heart drops.

With no hearts, I can't max out Bahamut
