Unable to enter neotokyo (in this case, V2) if someone is under leveled in party.

    Minor bug, but the low level char is just in the party, not in the map. Also the text may need to be updated since lv 50s can't enter NT.
    *Note, this issue is resolved after kicking the lv 120 bishop from party, as per @Dave Deviluke 's suggestion.
