Unable to register IP on homepage

    Hi!

    My friend is having trouble registering his IP on the homepage and cannot play the game because of it. Or that is at least my interpretation of the problem. It says that it cannot connect to the game server when he chooses a character.

    This is the information he gets when he tries to register IP:
    Warning: mysql_connect() [function.mysql-connect]: Can't connect to MySQL server on '199.241.138.55' (4) in /home/vote/public_html/registerip.php on line 2
    Error connecting to MySQL Database!
