At first I thought to put it in the quest bugs list, but it really isn't a quest. The quest "Bartol's Request" gives 5 warp cards, which you use on the warp machine in the Navigation Room in the Nautilus. The problem is that pressing up on it doesn't do anything and I cannot click on it. I am pretty sure this is a bug, but please inform me if I have to do something else to teleport.
