Background: I had the files updated to the Halloween patch and had no issues with loading the game.
    Current issue:
Since updating the patched files today (10/20/2016), any time I launch Royals, I get a lovely black screen, which ends up hanging my computer to the point that it will not take any input from Keyboard, Mouse, etc. And I end up having to manually kill the power to the machine.
Of the past 4 attempts to launch the game, 1 was successful to get in game before I black screened again and hung.

I'm just curious why you're using a server to play the game?
I would try deleting all files and try a complete reinstall with a freshly downloaded setup file.

It seems that the lock-ups correlate to HHCTRL as well as Background Intelligent Transfer service.
The only other things I see are Royals requesting to disabled Desktop Window Manager.

"The description for Event ID 1903 from source HHCTRL cannot be found. Either the component that raises this event is not installed on your local computer or the installation is corrupted. You can install or repair the component on the local computer.
If the event originated on another computer, the display information had to be saved with the event.
The following information was included with the event:
    http://go.microsoft.com/fwlink?LinkID=45839"

"The Background Intelligent Transfer Service service hung on starting."
"A request to disable the Desktop Window Manager was made by process (MapleRoyals v62 MapleStory Private Server)"

I would try disabling desktop themes, as well as removing and scheduled events you have added in manually.
But if you do a lot of fiddling on this OS, installing, uninstalling, etc, it may be time for a re-image.
Do you have any options checked in compatibility mode for Royals?

By the way, I wasn't asking, why a SERVER, I was just curious when I saw the Xeon processor and 24 GB of RAM. Not a bad thing at all to use a powerhouse workstation for gaming as well. A friend of mine recently found a quad CPU Dell server tower at a recycle shop with 128 GB of RAM and bought it for $45, working condition, and is now using it for music mixing and gaming.

I run it with compatibility set for Windows 95. Haven't had an issue with the compatibility settings. I haven't added in scheduled events nor do I run any special themes.
I was able to run the game earlier for a few hours without an issue, but that's 1 successful run after 3 complete hang-ups (black screen, no login), and 1 partial fail (got passed login, and went black after clicking in game).
