If you are not on the whitelist then you have to sign up for the whitelist or else you would be banned for vote abuse. You both have to make an application and here is not the right place. You don't log into anywhere when you vote, you vote using your account ID, not character name. That message is accurate you are either logged in or are not using the correct account ID. Where are you receiving the robot message? You have to solve the captcha correctly.

Yes that would be possible, but if you are living with your brother only one of you is allowed to vote per 24 hours.
