What counts as spamming (in-game)

Hello, I like to annoy people, without getting banned of course, so when I looked in the ToS (and search function) to see what I could get away with when it comes to 'spamming', I was shit out of luck as it pretty much says "Don't spam" without much info.

So, what I would like to know is, for example, how many times could I smega "mmmmmmmmmmmmmmmmmmmmmmmmmmmmmmm" before it counts as spam? 2, 3 times? Could I smega it once, then do it again x seconds/minutes later? Or in general, how many smegas in a row could I use before it counts as spam? Is there a "cooldown period" on smegas?

In fm, if I were to repeat @@@'s in front of other people's chat bubbles, would I get the hammer? How long could I do it for? Could I sit in front of someone and @@@ them for 10/20/30 seconds, then move onto someone else and still be in the green? Could I disguise myself as selling something while blocking the shit out of people? Would it be okay as long as I left when they said to stop?
