What does "hands" ability stats means?

    This question has been in my head for a while, I asked for some ppl and no one knows really.
    I've got 3 different answers:

    - It is your attack speed based on your STATS.

    - It is related with your chance of craft things on Maker Skill.

    - It is related with scroll chance.


    I doubt any of this answers is correct, so help me here, what does hands stat really mean?

    I remember it got to do with Maker skills or something. Crafting etc.
