Pretty much what the headline says: What does it mean to own a map, and what is the rules about this? Im new, and i really dont wanna break any rules, cuz i love this game. Just wanna be sure what the rules about this is.
Use the command ~mapowner. It will tell you who owns the map you're on. The person reflected on the command you use will change when he or she becomes inactive on the map for some time or leaves the map for a certain amount of time. I can't remember off hand but it should be 3mins. You'll have enough time to npc items and come back if you use a telerock or mystic doors for priests/bishops.

So you cant kill AT ALL, in another persons map if he/she is active? Even if its far away from the owner? - unless they say its ok i guess.
That's correct. If you think they are afk, just normal attack (not the mobs!) to check if they are there. If they have been afk for more than three minutes, ~mapowner will reflect that you now own the map.
I'd say you are actually able to hit the mobs, even if another player is active in the map. < Doing that is not yet a bannable offense, but if you do not comply with the map owner's requests within 2minutes (as stated in the requirements for a KS-ing report) such as stop looting his items/killing mobs, it's a bannable offense.
