where do I get all the stuff to make Crystal Ilbi?

I got Crystal Shards from...I wanna say Perion gacha? So I looked up how to make Crystal Ilbi and i need a Naricain Jewel and a Crystal Ilbi manual but everything I can find on it is just the item description and nothing else or forum posts saying people are selling a Naricain Jewel. I assume they're rare boss drops or other gacha items, but that's mostly just based off of the price of cilbi.

 

it dropped from gach or gm event. usually buy it from owled.
