    That Frenky character, was not with us in our PPQ run, and after you finish one run and talk to NPC Wu Yang, the character Frenky will show up (its a bug/glitch)

    You also can't see him until you talk to the NPC, and you can right click him but not see info.

    He is probably stuck then. It happens every once in a while to random players. Seen a bunch of those in Henesys too
