The drop is not bugged. it just has a very low drop rate considering this is a grinding quest

 

He is right, it took me 5 hours to find all 4, so put in an effort!

 

Some quests are not worth doing, at all.
This is one of them for the reason stated previous comments.

I only tolerate 30 minutes but 5 hours is already very exaggerated of you
