Yea, They shouldn’t and don’t count towards the medal.

 

I'm not sure about the Santa's Little Helper quest since I'm not there yet , but the other quests did count 0.0

 

All event quests do contribute to Quest Specialist despite of the description in medal tab.

• Nearest town return scroll (about 20 or more)
• Lith harbor return scroll x1
• Henesys return scroll x1
• Kerning return scroll x2
• Ellinia return scroll (4or more)
