The most likely explanation would be that it's a different PGC, have you sold/bought any others in the same time frame as you got the 8att one?

To transfer points to 4th job you need to use 4th job SP resets.
Try voting using your mobile connection, not your wifi. (Or the other way around, depending on with what connection you vote)
