    Im not sure but u need the first hat to exchange to the second hat so the answer is u need to reset the count. Idk mayb just try to see u can get it

    Ohh just relize that I did all quest with my friends so mayb kill counts is lower around 4000 mayb. But yeah 1/2000 is low

    I completed the whole quest line and inly got 2 masks(also came back to farm cards). The drop for me is like 2/7000-8000. Remember that mask only...
