    Same issue here, I finished all the Bahamut quests since I had nothing to do, and it's stuck at level 0 and i cannot add SP into it.

    about the changes of new game terms and conditions.

    IMO it's probably used to log hackers, vote abusers and so on. Probably wouldn't affect your game play.
