The banner restarts im guessing every minute on the dot no matter where the message is on the screen this makes it slightly hard to read if you were to start reading the message while it wasn't fully displayed and it decided to reset. But mostly it looks clunky. I'm guessing it should be possible to reset it after 1minute but while the message is off screen so that you can't tell that its restarting every minute. If not it would look better to not have the 1minute counter at all just state the server time that its going down.
