Vote Abuse - The act of attempting to, or successfully, bypassing the restrictions of voting no more than once per 24 hours. The Admins checked your voting history and saw a number of times where you voted on more than one of your accounts in a 24-hour period. The extra NX you accumulated doing so gave you a significant advantage over every other person who plays on this server and follows the voting rules. The number of times you did this was severe enough for the Admins to issue a Major Vote Abuse Ban as a result of your actions.
Unfortunately, no. The Admins are the ones who looked at your voting history and applied the ban. GMs do not have access to those logs. If there was an alternative to a permanent ban, the Admins would have used that option. Since they gave you a permanent ban, the number of times you extra-voted must have been severe. With a permanent ban, there is no second chance. You cannot get your old account back, and you cannot start over with a new account. You as a person cannot play Maple Royals again.
