I think, to make it look at least more professional, you can have referee's for the runs .. It won't require many as there are only a few timezones present and the referees would be doing this voluntarily as well. Only 1 person is enough and if needed, it's quite simple for someone to create a char to lv 30 and simply dual client and be in both parties if needed. I for one would be totally up for being one and I'm sure I won't be the only one either. Referees can also take part in the tournament as well just won't referee in their own match for obvious reasons. If, in case you want to make limitations (like no cancel weapon and what not) they can monitor it.

For rooms, since this is a 2 legged match, you can take each game having a Home team and an Away team taking turns. The Home team can pick the room they are more comfortable with. If it happens to be a tie after 2 legs, the referees can flip a coin to determine which room is the deciding match going to take place at.

Idk just stuff that I though of :D I win't take it badly if no one likes it :D

    Sounds like a good idea

In the situation of dispute, the referee can take screenshot of both sides to prove whether are skills used when limitations are placed

My past experience with hosting omok matches was, it's already proven difficult for 2 people to find time and meet up to play omok match. Now we are involving 4 people (2v2), which should be even more difficult. By introduce another referee party is not going to go well. At least from my omok match hosting experience.

Also I don't believe referee is needed because the CPQ points will tell you all the information you need. Right now summon monsters, skills, and protectors are allowed, which is free for all not sure why referee is needed. If people feel strongly about not allowing to cast skills and protectors (I will make a polling soon), you can watch the other team's CPQ points to see if they are cheating or not. Each summon, skill and protector consume the CPQ points for that team.

I still think the team with lower average level will be the "home team" is easier and more fair, then the sub sequent games the map will be decided by the losing team. I will add this to the polling as well and I will go with the result of the poll.

As I mentioned above. If you're experienced with CPQ, you can tell if the team is casting skills or protectors by watch their points. Protector is easy because you can physically see them appear in your map. To see if the other team is casting skills, all you have to do is watch their team points see if it's going down whenever you received abnormal condition.

I don't think enforcing a referee party to be present that may potentially delay a match and/or the tournament is worth time and effort tbh.
