The majority of the players not coming from an English speaking country, speak Chinese. For those Chinese players we have had the T&C translated by Fergus a year ago, which can be found here: https://royals.ms/forum/threads/34525/ . With that said, there is no real excuse for them to not have read the T&C of this server since we've already made it easier for them.
I agree that while it may be frustrating for players who don't speak english, it opens up way too much opportunity for someone to lie about their English proficiency. One idea I had, and personally am working on, is a translated version of our rules. Some explanations, such has how to make a report, have already been translated and posted in the language section of the forums, but I feel like they aren't very noticeable. Perhaps a copy of the rules could be translated and posted in the respective language section, but hyperlinked in the main page? That way there really is no excuse and it also helps out the players as well. Overall, the language sections are a great resource, but people don't realize they exist or contain translations that could help them understand how the server works. I know when I first joined I thought it was just a section for us to be able to meet other native speakers. I only found out much later (because Korean didn't have any translations of the rules/formats at the time) that there were Chinese versions of the rules and only because someone linked it. TLDR : A clear translation stickied in the language section (so that it also promotes use of those sections for non native English speakers) and having that stickied thread be hyperlinked in the main page might be beneficial for us all and reduce issues that arise due to language barriers.
Yet a lot of Chinese players (this goes for everybody really) still don't know about the ~mapowner command so something is obviously wrong if they're not reading the T&C. It's not about blaming which side is wrong, whether it being the players for not reading the rules or the staff for not enforcing the rules the way some people want it, and it's not about looking for an excuse, it's about trying to help players the best that we can instead of resorting to bans. You're right that this is a problem, it doesn't help that the Chinese version of the T&C is buried deep in "中文" in "other languages", which is hard enough to find. The English version of the T&C is the first thread you see on the forums at the very top while the "other languages" section is at the bottom of "MapleRoyals".
Meant to make it forbidden to trade maps for any currency , to make people just leave map afetr they finish using it.
