Try changing your monitor refresh rate to 60 Hz if it's set to 59 currently. That solved the problem for me.
My computer just installed an automatic update that wasn't available the other day (for my graphics) that has fixed this issue for me. Thanks to @Seductive Love and @Matt for trying to help me troubleshoot this problem the other day!
