I tried to get to Eliza on Stairway to the sky II in every channel for Olaf quests and i couldn't access. Is this a bug or i am doing something wrong?
The Eliza area boss mob that you can kill spawns at the bottom of the map Stairway to the Sky II. The entrance at the top leads you to the Eliza quest NPC. I'm pretty sure that entrance can only be used when you have the relevant quest active, or if you have a TP in. Anyway, you're lookin in the wrong place.
