Most of the guides that I've looked at were pretty old, but the main skills you want to max first as an Ice/Lightning Mage are (For Second Job):
    1. Max Lightning
    2. Max Teleport
    3. Max MP Eater
    4. The rest of your skills
After that, you can max whatever you want afterwards. Meditation is useless because not only does a Wizard Elixir do the same thing, it also last longer while only taking one space in your inventory. I've never needed to use Slow or Cold Beam because they become obsolete and MP Eater is just to save a little bit of money in a server where money is very easy to get.

As for training, here was my method:
    36-40 Carnival PQ
In the beginning, you should try and look for someone giving out Free Wins which basically means that you and a group of people make a party while another solo person will be another party. That solo person will only be interested in gaining XP in this PQ because all the summoned monsters spawn in a group thus giving much better XP in the PQ than training using conventional means. Your team will be winning the entire PQ, for the most part, because you outnumber both in party members and DPS.

    40-75 Ghost Ship 2
At Level 40, you can easily train here. You may miss alot, but training is much better than CPQ. Unfortunately, it's very crowded here because of the spawn, so keep hopping channels to get one because this is the best XP for the long haul.

    50-75 Forest of Golem
Once you've maxed Teleport and Lightning, this place becomes quite good albeit not as good as Ghost Ship 2, but good nonetheless. You can make some good money here which is needed for eventual leech from 75-85.

    51-72 Ludibrium Party Quest
Your goal is to go through the rooms, open boxes to spawn monsters and dispatch of them to collect their ticket drop. Go to the last room, have the leader collect them and you get a certain amount of XP depending on the tickets collected. Here's a more indepth guide you might want to look if you're interested in doing this PQ: http://royals.ms/forum/threads/lv51-71-ludibrium-maze-party-quest.13284/

    75-85 Wolf Spider Leech
Because you're still working on your 3rd job skill i.e. Ice Strike and Elemental Amplification and Spell Booster, I suggest leeching up some levels first at Wolf Spiders to get those skills to training level. If you have a decent Bishop leeching you with knowledge of the most optimal spots to cast Genesis, 75-85 shouldn't cost you more than 200M and take around 4 hours.

My 3rd Job Build went as such:
    1. Max Ice Strike
    2. 3 Elemental Amplification then 11 Spell Booster for a +2 Speed Boost rather than just +1
    3. Max Elemental Amplification
    4. Max Spell Booster
    5. The rest of your skills
Ice/Lightning Mages have a fairly linear style of skill build and the one I posted is used by most Ice/Lightning Mages for optimal training. Of course if you'd like to have a bit of fun, create your own skill build.

If you'd like any more information, please post any additional questions you have.
