All this time, I never really thought about it, but isn't it kinda weird that this skill cannot crit at all? Like, up until now, it always was like this, so I didn't quite question it, but the more i thought about it, the less it made sense to me. At first I thought "maybe its like a spell of sort, so it doesn't get crit", but then i remembered that a mage with SE can crit with their skills. Then I thought "maybe because it's a utility skill it doesn't have crit", but then i noticed dragon's breath can crit as well. The only damage that cannot have crits is damage from summons, so is this skill considered a "summon attack"? Idk, I need more opinions on this because i don't remember if it critted back in gms or not.

Inferno can crit though, I tested it The burn damage it does does not show crits but seems to be always around half of the damage of the initial hit, so if the first hit did crit then the burn will do a lot more damage and technically crit too. Also it can kill mobs directly unlike poison which only gets them to 1 hp
A friend of mine pointed out to me that blizzard was not critting even back in the old GMS era: https://www.hidden-street.net/forum/threads/41258-Crossbowman-Sniper-Marksman-Guide You can see in this old guide that he does mention that this skill cannot crit, so at least we know it's not some accidental quirk of royal's client. And this also probably means its not a bug? probably. (tho it's not completely out of character for wizet to ignore a bug for ages)
Having the Blizzard arrow meant Snipers when they first came out (before 4th job back in MapleStory) could attack more enemies safely vs. Rangers who would play hoping Arrow Bomb's 60% stun would proc. I remember being friends with a Sniper back then, and he would train almost exclusively at Gobies because he could freeze them all in place. He would also freeze the Bonefish before they could use their super-defense up. If I wanted to do that as a Ranger, it would have cost me a lot more mesos in potions (I would get hit more often than the Sniper), and a lot longer if the Arrow Bomb's stun didn't work on the Bonefish. I would have to wait for the super-defense up to expire. Only reason I can think of it not critting is because its a guaranteed "stun" (on a non ice-based mob). I personally don't see that as a good enough reason, but I think that was the logic behind it. Also, many more enemies are vulnerable to fire damage than ice damage in the game, so Rangers had that going for them. I loved roasting Death Teddies back in the day.
Yea, definlity made a lot of sense in old gms when you put it that way. That's the nature of private servers i guess, many game design decisions made sense in a big MMO with the specific rates they designed around, but ended up making less sense in the context of private servers like royals.
