In the new area, the floating market, there's a problem with kith's questline. In the quest "Floating Market Protection Squad II", you need to kill red lizards in order to gain a quest item, a key, and bring it back to kith. I've killed at least 500 of them (going by the etcs i collected), but most likely many more than that, yet i haven't seen this item drop yet. Same thing happened on other characters i tried to farm this item on. I'm unsure if the droprate is REALLY low, like deed of the land, but as of right now, i think the quest is just bugged.
I'm having the same problem too, I spent a few hours (maybe 2-3 hours, I don't loot etc) and it never dropped... I give up until someone confirms it does drop
